DeleteShould depend on what type of base it is, along with specific areas in each base that's accessible to civilians or not. I am aware that they're not allowed to be let in during night hours (or past curfew time) though.
DeleteAt least where I lived, one of the bases nearby was strictly off-limits because it was used for deploying/mobilizing troops and vehicles. Assuming sasaeng fans are more active during night, then well...yea. I wouldn't be surprised if the fuckers tried sneaking in.
