Uh, no. On the front it's a weird shadow/colorcast which is visible all the way down her stomach, and on the side that isn't a wire shape it is where the shadow being cast by her arm ends. If it were as you say, it would show up in other pictures from the same set, but it doesn't. It's just the lighting on this one combined with the typical digital camera contrast and highlight weakness.
As an owner of a set of boobs: Its def a padded bra, not super padded, but for sure padded. Non-padded bras wouldn't create a shadow like that; they generally lay flat against the skin (unless they are too big or too tight). There are multiple types of padded bras this kind is more for shaping a nice boob curve then enhancement though.
Also, so Sones don't jump down my throat, most girls in kpop where this kind of padded bra -- its for making a shapely boob. Non-padded bras allow for more giggle and show off more of the natural shape of the breast (which isn't always appealing ^^)
